Melissa Bailey, LCMHC is the Commissioner of the Department of Mental Health (DMH)

For most of the last 15 years she has worked in a variety of positions within DMH and the Agency of Human Services (AHS) including child and family mental health and leading the Integrating Family Services initiative for AHS when it began in 2010. She has taught at Community College of Vermont, worked for the largest private mental health practice in the state as the Clinical and Operations Director, provided consultation services to the Vermont Child Health Improvement Project (VCHIP) at the University of Vermont and was the Quality Director at Vermont Care Partners a non-profit that supports Vermont’s community mental health agencies.  Prior to coming to state government she worked as a school based clinician within community mental health. Melissa has worked in partnership with schools, child welfare, early childhood and health care.  Over the last several years besides focusing on increasing access to early intervention and treatment she has focused on prevention, population health and assuring mental health is integrated in health care reform efforts.
