In order to comply with one of the requirements in Act 79, Commissioner Patrick Flood has appointed David Mitchell, RN, to chair a group to develop proposed standards “for the use and reporting of the emergency involuntary procedures of seclusion and restraint on individuals within the custody of the Commissioner…”

While representatives from specific organizations have been invited to participate, meetings are open to the public. Participation can also be by telephone.
